Since 1911, Minnesota has housed all of its female offenders at a facility in Shakopee.  In 1986 the 85 offenders in custody were marched across the street from the old “women’s reformatory” building to modern correctional facility that is there today.  In that time the population at MCF-Shakopee has grown to over 600 offenders.

Notable features:

MCF-Shakopee is the only women’s correctional facility in the nation to house maximum custody level offenders without a perimeter fence.  Security is maintained through controlled movement and constant observation.

In May of 2014 the Minnesota Legislature authorized the construction of a fence to enhance security at the facility. Design and construction of the new fence is expected to be complete by the spring of 2016.

Offenders at MCF-Shakopee who pose a flight risk are often transferred to other states with more secure facilities under the terms of interstate compact agreements.

Offenders at MCF-Shakopee may choose to participate in programing provided by the InnerChange Freedom Initiative.  This is a faith-based program funded and operated by Prison Fellowship through a partnership with the corrections department.

MINNCOR Industries provides part or full-time work for the offender population, and many inmates also work on institution maintenance crews and in food service.

Offenders have access to a variety of academic and vocational educational opportunities. Mental health and treatment services are also available. 


CIP-Shakopee is a minimum security boot camp program mandated by the Legislature in 1992 that allows non-violent offenders who qualify to earn early release. Phase 1 is a six-month, intensive program for up to 40 non-violent drug and property male offenders. Programming components include education, critical thinking skills development, chemical dependency programming, and rigorous physical exercise. Phases 2 and 3, supervised release phases, are generally six months in duration and served in the community.

Directions:  From Bloomington - Hwy. 169 south to Co. Rd. 15 (also called Marystown) Exit. Turn right off the exit ramp. Go approximately 1 mile. Marystown Road is now called Adams. We are located on the corner of Adams and Sixth Avenue. Turn right onto 6th Avenue and take the first entrance into the parking lot, visitor parking is on the left.
