These are Level 3 offenders who were once subject to Public Notification in Minnesota, but have relocated to another state. All other states have registration requirements and notification policies on predatory offenders. If they are in another state they are subject to that state's registration laws. If an offender returns to Minnesota they will be subject once again to all Minnesota registration and notification requirements.
